The Department of Veterans Affairs has completed a draft of their Request for Proposals for the possible development of the Knoxville VA campus. As previously reported on KNIA/KRLS, the Department of Veterans Affairs wishes to enter an Enhanced Use Lease of the 163 acre underutilized land for up to 75 years.

The RFP states that the VA is soliciting qualified developers to submit proposals to lease all or the majority of the campus and possibly develop and construct a new community-based outpatient clinic either on a portion of the campus or at an alternative site.

The VA selection has two categories of selection preferences. The first is a site development preference which the VA does not have a specific preference. The RFP states that possible uses include retail, commercial and medical office, senior housing, hospitality and multiple family housing. However the VA states they are open to other creative activities they are consistent with their mission and operations.

The second category is that of EUL in-kind consideration preference. The VA prefers that the in-kind consideration be provide to assist them in addressing capital and operational needs of the VA Medical Center. The RFP states the primary economic objective is to capitalize the property’s value and redirect it into needed VA programs, activities, facilities and services for veterans.

Proposals are due to the VA by noon on February 15th.
