As the state continues to search for new sources of revenue, some leaders are wondering about the value of the Iowa Communications Network, or ICN. The ICN was established in 1989 as a way to bridge the distance between rural and urban areas, and better facilitate communication for schools, hospitals, colleges and the National Guard.
