The Knoxville City Council will discuss the proposed city budget further when they meet in special session Friday evening. City Manager Harold Stewart says the budget helps build reserve funds, adds a 13th police officer, and includes paid weekend shifts for Knoxville Rescue. A variety of other cuts were made and revenues were added, including a utility franchise fee that will replace a utility sales tax. With that fee, Stewart says a monthly $100 utility bill would increase by four dollars. Members of the Parks Commission will also be there to discuss their priorities. The meeting is at 5pm Friday at City Hall.
