Knoxville Superintendent Dr. Randy Flack says that filing the application makes sense for the state. Flack tells KNIA/KRLS News that it was pretty clear from the beginning that the provisions of the legislation were going to be impossible for schools to meet. He says he continues to be concerned on the emphasis placed on comparing schools, adding that any new mandates should be adequately funded.

In order to receive a waiver from No Child Left Behind, Iowa must adapt their own education plan to replace it. Flack says that the future of Iowa’s waiver application depends on the ability of state legislators to work together and address the requirements of the waiver process. Iowa Education Secretary Jason Glass has already proposed such a plan to legislators.
