Despite winter storms that covered the state in snow, soil moisture levels have not improved. The USDA Drought monitor shows no improvement to drought conditions over the last month, and conditions look almost identical to where they were 3 months ago. State Climatologist Harry Hillaker explains that frozen soil in the winter doesn’t take in moisture, and generally melted snow has runoff into waterways before the soil unfreezes.
