Two changes are coming January first in an attempt to curb the number one killer of teens, which is motor vehicle accidents. The first change is that new drivers will be required to carry an instruction permit for 12 months before receiving an intermediate license. Mark Lowe, Director of the Motor Vehicle Division at the Iowa DOT, says that this is being implemented to allow for young drivers to gain experience across all driving conditions and seasons. The second change will be that an unsupervised driver with an intermediate license will be limited to one unrelated minor passenger during the first six months that child has a license.
