New environmental regulations and declining revenues for the city of Pella electric utility makes this one of the most challenging budgets in recent years. That's according to City Administrator Mike Nardini. According to Nardini,the downturn in the manufacturing industry has directly impacted the utility as revenues have declined six to seven percent, which amounts to about $750,000 per year.  Nardini says the city council will consider the roughly $18 million electric utility budget sometime next month.
