The Knoxville City Council voted against awarding a contract for the 2010 118th Place Reconstruction Project at their meeting Monday. The city received bids for the project that were more than 26% below the engineer’s estimate, for a total of nearly $650,000, but council members questioned whether or not it was necessary to spend that amount of money for a municipal street in an area where development may not happen at this time. After some discussion, the council voted instead to pursue an asphalt overlay in order to keep the street functional for 3-5 years. City Manager Dick Schrad says if the development occurs in the future the council will revisit the issue.
