In less than a week, drivers in Iowa will see several law changes as the new fiscal year begins.  Included in that list are new regulations for cell phone use while driving.  According to Knoxville Police Chief Dan Losada, as of July 1st it will be illegal for any driver to text message while behind the wheel.  In addition, drivers age 17 and under will be prohibited from cell phone use completely.  This includes all phone calls and text messages along with using the phone to play music or as a GPS device.  Losada says there will be a one year warning period however, and tickets will not be issued to those violating the law until after June 30th of 2011.
