Governor Terry Brandstad has unveiled his plan for Iowa’s pre-school programs. Among the reforms presented in the Governor’s proposal is a sliding pay scale based on income, and subsidies for qualifying families for the cost of 10 hours of class time per week. Another change proposed would be letting educators working toward early education certification teach pre-schoolers instead of requiring that certification. Knoxville Superintendent Dr. Randy Flack is concerned about that portion of the plan, saying loosening the requirements of teachers doesn’t promote quality education. Lowell Ernst, Director of Instruction at Pella Community Schools says the current certification for preschool educators is good for students, and is concerned about a less rigorous certification process under the Governor’s proposal.
