Arraignment is scheduled for 9:30 Friday morning in Marion County District Court for Joshua West, of Ottumwa, and Nelda Garcia, of Des Moines. West was the driver and Garcia the passenger in a high-speed pursuit that occurred in the early morning hours last week involving multiple law enforcement agencies, including the Knoxville Police Department and Marion County Sheriff’s Deputies. West is charged with multiple traffic offenses, felony Eluding a Police Officer, and OWI 2nd. Garcia is charged with Possession of Methamphetamine with Intent to Deliver and Failure to have a Drug Tax Stamp.
