The use of fireworks is banned in the Cities of Pella and Knoxville, according to code, while the City of Indianola allows fireworks to be lit off inside city limits on July 3rd, 4th, and 5th from 9:00am to 10:00pm. The Pella City Council voted to ban the use of fireworks after the state legalized fireworks in 2017, but gave county boards and municipalities discretion to craft ordinances. Only commercial displays with a special use or event permit approved by their respective city councils are permitted. Those who illegally use fireworks in Pella are subject to a fine, while it’s listed as a simple misdemeanor or municipal infraction in Knoxville City Code. Communities could not ban the sale of fireworks in permanent structures between June 1st and July 8th or June 13th and July 8th in temporary tents. However, the city of Pella has restricted the sale of any fireworks above second class fireworks to industrial zones, a vote made in May 2018.

Only operations licensed by the State Fire Marshal’s Office are allowed to sell in either Knoxville or Pella as well. As for the unincorporated portions of Marion and Warren County, and communities without restrictions in those borders, fireworks can be fired off between 6 and 11 p.m. on July 4th only on personal private property, for those older than 18, those under a .08 blood alcohol content or under the influence of any controlled substance. Additionally, fireworks are not allowed to be discharged at private parks, private campgrounds, cemeteries, or sidewalks, regardless of ownership, or within 200 yards of any school, hospital, nursing homes, veterinary clinics, animal shelter or utility.
