A Knoxville man was arrested Sunday for 2nd degree sexual abuse stemming from incidents which occurred approximately 10 to 15 years ago. According to court documents law enforcement officers recently met with a female victim who told officers that she had been sexually abused by 76-year-old Richard Carter from ages six to eight. The victim stated that Carter had baby-sat her during the day and only Carter and herself were present at the home. During the abuse, Carter would allegedly make the victim strip naked and run around the house before abusing her. The victim stated the abuse would happen every day. Carter admitted to officers that on one occasion approximately 10-15 years ago he sexually assaulted the victim when she was between the ages of 6 to 10. Carter was arrested and charged with sexual abuse 2nd degree, a class B felony.
