Two housing developments will be highlighted in a policy and planning work session at this week’s Pella City Council meeting.

The council will discuss, but take no action, regarding an expansion of Fountain Hills to the north and a new multi-housing project on the west side called Fox Ridge. Both are up for possible Urban Renewal Plans, which would enable the City of Pella to incentivize the building projects by reimbursing the developers for infrastructure costs over 15 years of tax increment financing (TIF).

Fountain Hills is looking at a 4th total phase of expansion, with 47 housing lots zoned for single-family residences. The location is north of the current terminus spots of West 3rd and West 4th streets. A request for $2.3 million in infrastructure reimbursement has been made by the developer, Larry DeVries.


The new Fox Ridge subdivision is being considered with potentially up to 18 duplexes and 85 multi-family housing units north of Washington Street on West 12th. There will be 11 total lots, and each could be split into the various buildings. A $949,500 request for infrastructure costs is included in the proposal from developer Jeff Dingeman.

As has been done with several other recent housing developments, the Urban Renewal Plans call for the infrastructure reimbursements to be paid for with a 15-year TIF district proposal, subject to approval by the Pella Community School District and Marion County Board of Supervisors. That would require structures to be built for those collections to occur.

The Pella City Council meeting begins at 6 p.m. Tuesday in the Pella Public Safety Complex.
