The Norwalk City Council approved a series of major ordinances and resolutions during its most recent meeting, including changes to subdivision regulations and new funding for water infrastructure projects. Council members passed the second reading of an ordinance updating subdivision standards, including new road construction requirements and warranty and maintenance bond provisions for public infrastructure. As part of that action, the council agreed to phase in the new standards with graduated city assistance for developers over three years, starting with the city covering 75 percent of additional costs in the first year.
The council also continued and closed a public hearing on zoning amendments related to gates and barriers, later approving the first reading of an ordinance addressing gates on commercial property. In addition, members approved the issuance of nearly 11 million dollars in water revenue bonds through two separate resolutions to support water system improvements. Several zoning-related actions were also approved, including referring a proposed amendment to the Brody’s Landing Planned Unit Development to the Planning and Zoning Commission and approving an updated agreement with the Des Moines Metropolitan Wastewater Reclamation Authority. Council members also passed the second reading of an ordinance repealing and replacing the city’s Fire Department code.
The meeting concluded with an appeal hearing regarding a vicious dog determination. After hearing testimony and reviewing evidence, the council unanimously upheld the police chief’s decision, formally designating the animal as vicious under city code.
