The Newton City Council and Jasper County Board of Supervisors are working on a 28E Agreement related to the establishment of the Newton Rail Park Urban Renewal Area. On April 22nd of this year, the City Council approved a Joint Agreement with Jasper County related to the establishment of the Urban Renewal Area, while acknowledging that a subsequent 28E Agreement would be needed to further address development responsibilities, coordination efforts, and service provisions within the Newton Rail Park. It was hoped the 28E agreement could be approved before the end of this year. But this week, the Newton City Council voted to delay that, until some issues are addressed. At-large City Council member and Mayor-elect Randy Ervin, feels it was the right thing to do.

“Over the last five or six months, we have worked extremely hard with the County to get to the point where we are at now. I think we want it as thorough as possible before we agree to it.  The County has been very patient and supportive of us.”

The 28E Agreement will outline how the City and County will work together to support the successful development of the Rail Park, explaining roles and responsibilities related to development services for prospective businesses; administration and review processes for project plans and development proposals; maintenance responsibilities and long-term service expectations; and annexation and zoning administration.
