Individual streets have been paved and foundation work has started for the new Villas on Bell housing development in Knoxville.

The building permits for this new development were issued in November and now the foundation work for new rental projects are underway for the new project by Kading Properties. This project will include 247 market-rate rental units located across 70 single-story buildings that are a combination of detached dwellings, duplexes, four-plexes, and six-plexes that will be completed in two phases. The first phase is expected to be done in 2026, which is around 150 units, and the next phase will start after that. This project is located directly to the north of the current Terrace View Development by Kading. The project also includes a connection of Bell Avenue to Roche Street through the development.
