
The Norwalk City Council recently approved a future land use amendment tied to the proposed Rosewood North development near Highway R63 and Dubuque Street, though additional approvals are still required before the project can move forward.
The amendment changes the future land use classification in the area from medium-density residential and commercial/industrial flex to low-density residential. Norwalk City Manager Luke Nelson tells KNIA News the proposal involves an already-recorded rural subdivision plat that predates many of the city’s current zoning and subdivision standards.
“It’s actually an existing plat, so it’s a rural subdivision that is kind of the worst kind of urban sprawl…It happens many times without water, sewer, or the same kind of city street standards. So then, as a city grows and they try to incorporate that area, it’s really hard to make it fit, and ultimately it’s a larger expense for everybody.”
Nelson says the developer is proposing improvements to the subdivision layout already on record. However, additional discussions regarding subdivision standards and infrastructure requirements related to roads, water, and sewer service are still expected moving forward.
