The Knoxville City Council approved an ordinance requiring all golf carts on city streets to have liability insurance at their meeting Monday.  The council also approved the purchase of a new boiler and heaters at the Wastewater Treatment Plant for $52,592, and awarded J&B Concrete the 2009 sidewalk contracts in a new amount of $98,612.
