The Norwalk City Council approved the Fiscal Year 2027 budget and took action on several zoning and infrastructure items in their meeting on Thursday.

Following a public hearing with no comments from residents, council members unanimously approved the FY27 budget, along with related budget transfers and a resolution setting a future date for the sale of General Obligation Corporate Purpose Bonds. The bonds are expected to support upcoming city projects.

Council also approved a number of items through the consent agenda, including agreements with the Iowa Department of Transportation for Highway 28 maintenance and winter operations, as well as preliminary steps for the 2026 Founders Water Main Replacement Project and the 2026 Street Patching Project. Additional approvals included a federal-aid agreement for sidewalk gap improvements near Oviatt Elementary School and the acceptance of a grant to purchase rescue equipment for the fire department.

Zoning and development items were another focus of the meeting. Council gave final approval to rezoning several residential areas to Founders Residential and approved updated regulations for accessory structures across multiple zoning districts. Members also initiated a zoning amendment related to yard requirement exceptions, which will now move to the Planning and Zoning Commission for further review.

In other business, the council discussed a social services funding request from the Norwalk Area Ministerial Association for its “Lunch in the Park” program, directing staff to gather additional information before taking action. The meeting also included a work session discussion on council representation models, comparing at-large and ward-based systems, though no formal decisions were made. Council members also issued several proclamations recognizing upcoming community observances, including Arbor Day and Public Service Week.
